Implementation of EUDR in Poland – the last moment for preparations
The EU Deforestation Regulation (EUDR), aimed at reducing deforestation and forest degradation, is moving closer to practical implementation in Poland. Read on to learn what provisions the national law will include.

On June 16, 2025, a draft law implementing EU Regulation 2023/1115 (EUDR) on reducing deforestation and forest degradation was added to the legislative agenda. The main provisions of the EU regulation and the timetable have already been discussed on numerous occasions. Entities offering products made from raw materials such as wood, rubber, coffee, cocoa, palm oil, soybeans, or cattle on the EU market have had to contend with imprecise regulations and a lack of a clear deadline for implementing the requirements. However, the regulation will come into full force at the end of December 2025. Therefore, the Polish legislator is adapting national regulations to the provisions of the regulation.

WHY IS THIS IMPORTANT RIGHT NOW?
The effective date of the EUDR provides for two scenarios for the commencement of obligations for businesses:

- December 30, 2025 – for large and medium-sized enterprises,
- June 30, 2026 – for micro and small businesses
There is less than half a year left, and most of the obligations must be fulfilled before December 2025. That is why we are already drawing attention to the need for action for all entities that have EUDR products in their assortment.

WHAT ELEMENTS WILL BE INCLUDED IN THE POLISH LAW?
- Division of supervisory inspections – Polish regulations stipulate that inspections will be carried out by four inspectorates depending on the product category.
- Inspekcja Ochrony Środowiska – wood,
- Inspekcja Handlowa - rubber,
- Inspekcja Jakości Handlowej Artykułów Rolno Spożywczych – cocoa, coffee, oil palm, soybeans,
- Inspekcja Weterynaryjna – Cattle and cattle products.
- Establishing rules for control and enforcement – including inspection procedures and sanctions for violations
- Introduction of a due diligence declaration procedure – an obligation for businesses importing or exporting products covered by the EUDR

WHAT TO DO TODAY?
- Identify products covered by EUDR regulations in the supply chain
- Develop due diligence procedures that take into account geolocation origin
- Prepare for contact with the relevant inspection authority, depending on the product category.
- Establish internal monitoring and recording systems in accordance with the regulation.
