PPWR Audit – Support for Companies Placing Packaging

The PPWR Regulation introduces new requirements for packaging placed on the EU market. These changes cover, among others, packaging recyclability, packaging minimisation, recycled content, labelling, documentation and obligations across the supply chain.

For companies placing packaged products on the Polish market, this means the need to organise data on the packaging used, verify supplier documentation and assess whether current packaging solutions are ready for the new requirements.

Echo Energy and Safety Sp. z o.o. supports companies in packaging analysis, risk identification and the preparation of practical compliance recommendations.

What is a PPWR audit?

A PPWR audit is an assessment of packaging used by a company in relation to the new regulatory requirements and the obligations connected with placing packaging on the Polish market.

As part of the audit, we analyse, among others:

  • types of primary, secondary and transport packaging,
  • packaging materials, including paper, plastics, multi-material packaging and recycled materials,
  • packaging weight and material composition,
  • available specifications, declarations and technical data from suppliers,
  • information on recyclability and recycled content,
  • packaging labelling,
  • obligations resulting from placing packaging on the Polish market,
  • documentation and regulatory risks.

The purpose of the audit is to identify what data the company already has, what information should be completed and what actions should be taken to prepare the organisation for PPWR requirements.

Why is it worth carrying out a PPWR audit?

The new requirements will require companies to have greater control over packaging and the documentation confirming its parameters. Missing or incomplete data may make it more difficult to assess compliance, communicate with suppliers, prepare information for customers and correctly fulfil environmental obligations.

A PPWR audit helps to:

  • organise information on packaging used by the company,
  • verify the completeness of data provided by suppliers,
  • identify gaps in documentation,
  • assess packaging-related risks,
  • prepare an action plan,
  • support the company in preparing for regulatory changes,
  • improve communication with suppliers, customers and recovery organisations.

How does cooperation with ECHO work?

The scope of the audit is adjusted to the scale of the company’s activity, the number of products, the number of packaging variants and the availability of documentation.

The standard cooperation model includes:

  1. collecting information on products, packaging, materials and suppliers,
  2. analysing the documentation provided,
  3. assessing the data against PPWR requirements,
  4. identifying gaps and risks,
  5. preparing compliance recommendations,
  6. discussing the audit results with the client.

The audit may be basic or extended, depending on the number of packaging types, the level of available data and the organisation’s needs.

What does the client receive?

Depending on the agreed scope, the outcome of the audit may include:

  • a PPWR audit report,
  • a list of missing data and documents,
  • an assessment of regulatory and documentation risks,
  • compliance recommendations,
  • an action plan for the company,
  • an indication of data required from packaging suppliers,
  • recommendations for further organisation of packaging documentation.

Further support may also be provided in implementing recommendations, preparing requests to suppliers, organising packaging data and providing ongoing support in the area of environmental obligations.

PPWR audit and BDO, EPR and ROP obligations in Poland

PPWR is closely linked to obligations related to placing packaging on the market and to Extended Producer Responsibility. Therefore, as part of its support, ECHO may also take into account obligations related to the Polish BDO register, EPR/ROP, product fees, cooperation with recovery organisations and environmental reporting in Poland.

As a result, the audit is not limited to the assessment of packaging itself, but also considers the practical obligations of a company operating on the Polish market.

Who is the PPWR audit intended for?

The PPWR audit is intended in particular for companies that:

  • manufacture or import packaged products,
  • place packaged products on the Polish market,
  • use multiple packaging suppliers,
  • sell products under their own brand,
  • operate in e-commerce,
  • want to organise packaging data,
  • need to assess their readiness for the new PPWR requirements,
  • want to reduce risks related to documentation and environmental obligations.

How to prepare for the audit?

For the initial assessment of the audit scope, the following information is helpful:

  • the number of products and packaging variants,
  • the types of packaging used,
  • packaging weight and material composition,
  • the number of packaging suppliers,
  • available specifications and declarations,
  • packaging labelling,
  • current BDO/EPR/ROP obligations in Poland.

Based on this information, it is possible to determine the appropriate scope of work and prepare an individual cooperation proposal.

Our goal is to provide practical support in preparing companies for new obligations — from data and documentation analysis, through risk identification, to recommendations and ongoing environmental support.

What if the company also places packaging from Poland on foreign markets?

If a company also places packaged products on foreign markets, the scope of support may be extended to include an analysis of EPR obligations in other EU countries.

In this area, we cooperate with EPR Global, which specialises in EPR compliance on European markets:
